Get Open Dataset Details with Licence and Files (Chile Open Data Portal)

Returns the full catalogue record of one dataset on the Chile open data portal (datos.gob.cl): title, description, publishing organisation, tags, last-modified times, the dataset's own licence (license_id, license_title, license_url) and its downloadable resources with their URLs and formats. The dataset is given by its name or id, as returned by the search and list tools. Only the record is returned, not the files. Licensing is set per dataset (CC0, CC BY, ODC-By and ODbL among them; CC BY and ODC-By need credit, ODbL needs share-alike), so check license_id before reuse. A dataset under a non-commercial, closed or unspecified licence is refused with a validation error instead of being returned. Open data passed through unmodified and served by Eden Engine; not an official Datos.Gob, Portal de Datos Abiertos de Chile product.
