Get Open Dataset Details with Licence and Files (Dominican Republic Open Data Portal)

Returns the full catalogue record of one dataset on the Dominican Republic open data portal (datos.gob.do): title, description, publishing organisation, tags, last-modified times, the dataset's own licence (license_id, license_title, license_url) and its downloadable resources with their URLs and formats. The dataset is given by its name or id, as returned by the search and list tools. Only the record is returned, not the files. Licensing is set per dataset; almost all are ODbL, which needs attribution and share-alike on the database, so check license_id before reuse. A dataset with no open licence (unspecified or empty) is refused with a validation error instead of being returned. Open data passed through unmodified and served by Eden Engine; not an official Portal Nacional de Datos Abiertos de la República Dominicana product.
