Current German Weather Warnings (DWD)

Returns the Deutscher Wetterdienst's current weather warnings for Germany as a bounded view: when the feed was updated, the total number of warnings and warned regions, counts by warning level and by category code, the number of preliminary-information entries, and the 25 highest-level warnings (ties: latest start first) with region, state, level, event, headline, start and end times and the warning text cut to 500 characters. Texts are in German. The feed holds hundreds of warnings; only these 25 are returned, never the whole file.
