IANA Time Zones with GMT, DST and Standard Offsets by Country (GeoNames)

Every IANA time zone id GeoNames lists (about 420) with its country code and three offsets in hours: GMT offset on 1 January, GMT offset on 1 July (so daylight saving shows as a difference) and the raw standard offset. Takes no input and returns the whole table (about 60 KB); filter it on the caller's side. The two dated offsets are for the year printed in the file's header. GeoNames data (CC BY 4.0), reformatted into JSON and otherwise unmodified; served by Eden Engine; not an official GeoNames product.
