Search GovData, the German national open data portal, for dataset records by keyword (German terms work best). Each result is a catalogue record: title, description, publishing organisation, licence id, author, maintainer, last-modified time, number of resources and their file formats. One to 20 records per call; use start to page. Catalogue metadata only: the datasets themselves are not downloaded or served. Each dataset is licensed by its own publisher and many records have no licence id, so check the licence before reuse; the dataset lookup tool also returns the licence title.
