Brazil Active Weather Warnings (INMET)

All weather warnings INMET (Brazil's national meteorological institute) currently has in force: `hoje` lists the warnings valid today and `futuro` those announced for the coming days. Each warning has the event (for example Chuvas Intensas), severity and colour, start and end time, risks and instructions, the affected states, municipalities and IBGE geocodes, the warning area as a GeoJSON polygon string and an icon as a base64 PNG data URI. Text is in Portuguese. There are no filters: the whole list comes back (about 290 KB for 8 warnings), so expect a large response in storm season. An empty list means no warning is in force.
