NCAP Model Names by Make and Year (NHTSA)

The model names NHTSA's New Car Assessment Program (NCAP) has safety-ratings records for, given a make and model year, for example the twelve 2015 Honda models. NCAP names are exact and often more specific than a common model name (F-150 (SUPER CREW) GAS, MUSTANG MACH-E BEV), and the NCAP variants tool needs the exact name. Every VehicleId in this list is 0, a placeholder: get the real ids from the NCAP variants tool. An unknown make or a year with no data returns an empty list, not an error.
