Given an EU VAT number with its country prefix, checks it against the EU's VIES registry and returns whether it is valid, the country code, the registered name on file, and the date VIES processed the request; when the answer came from a recent cached lookup, it also says when that lookup was cached and how old it is. It reaches the registry over a separate route from Omnial's other EU VAT validation tool, so it can serve as a fallback for that tool.
