Weibo Feed Tabs and Channels

Takes no input. Returns the tab and channel menu of the Weibo web feed as it appears to a new account: sections (the built-in following tabs and the channel sections), each listing its tabs with a title, a navigation title and a type code, and, for channels, a container id. It lists feed tabs, not communities, and carries no member counts. A total tab count is included.
