Returns the full catalogue record of one City of Phoenix open data dataset, looked up by its URL slug (for example crime-data) or id: title, description, publishing department, declared licence (license_id and license_url), creation and modification times, tags, and every resource with its id, format, download URL and whether it can be queried row by row. Use the resource id with the datastore tool. A slug or id the portal does not know is refused as a validation error.
