Searches the Brazilian National Treasury's open data catalogue (Tesouro Transparente, about 91 datasets on public debt, state and municipal finances, budget execution, CAPAG, RREO, RGF and more) and returns matching dataset records: title, description in Portuguese, licence, tags, last-modified time and the links to the downloadable files. Metadata only, not the data files. Each dataset carries its own licence in `license_title`, `license_id` and `license_url`; read it before reusing a dataset's files. Tesouro Transparente data under the Open Database Licence, served by Eden Engine; not an official Tesouro Nacional product.
