US Tariff Schedule Range Export: HTS Rows Between Two Codes (USITC)

Exports the rows of the United States Harmonized Tariff Schedule (HTS) between two HTS numbers, in schedule order, including the heading rows above each tariff line: HTS number, description, indent level, general duty rate, special preferential rates, column 2 rate, statistical units and footnotes. Give the same code as from and to for one line with its headings, or two codes for a stretch of the schedule; keep the range narrow, since wide ranges are large. A range that matches nothing returns an empty list. U.S. International Trade Commission data, passed through unmodified and served by Eden Engine; not an official USITC product.
