Validate an IBAN and break it into parts: whether the length, characters and checksum are right, the country, the checksum digits, bank code, branch code, account number, BBAN, the bank name and BIC where known, and whether the country is in the SEPA zone. It checks the number's structure, not whether the account exists. A structurally invalid IBAN is refused as a validation error.
