EU VAT Number Validator (VATComply)

Check an EU VAT number against the EU VIES service: whether it is registered, the country, and the registered business name and address where the member state publishes them (some return a placeholder). Give the number with its two-letter country prefix. VIES depends on each member state's service, which is sometimes busy; that is retried and then reported as a provider error.
