VIES Member State Availability: Which EU Countries Can Be Validated Now

Whether the European Commission's VIES gateway is up and, for each of the 28 VIES country prefixes (27 member states, Greece as EL, plus XI for Northern Ireland), whether that member state's back end is currently Available or Unavailable. Takes no input and returns one small object (about 2 KB). Use before a batch of validations. European Commission data, served by Eden Engine; not an official European Commission product.
